Antique brass sash window lift (or finger pull).
These were fitted flush into the lower rail of a sash window, allowing you to hook your fingers into them and lift the window up and down. The decorative cut-out designs (like the roundel and arrows you see here) were popular in late Victorian and Edwardian joinery.
